Not sure if this would be helpful since question was posted 6 years ago, but placing foreign professional /expat/ is a 2 way street.
1. You need to prepare the professionals to for Canada. It starts from weather, climate, culture, people, dos and don'ts etc.
2. Do a market research and find companies that might need the support /client/
3. Get the professionals portfolio and offer it to your clients
and the rest will deal on its own.
